The Portal Mechanism as referred to by the Exhausted Scout and Lunaria City General turns out to be a semi-sentient crystal called the Formation Mechanism.
After destroying Gilded Chests for it, it tells the player to go on to Lunaria City and speak to Dray.
Players may also be referred to the Portal Mechanism by the Guild Beast while doing the daily Guild Beast quests.
